TENDER PROJEK LANDASAN BERKEMBAR LEMBAH KLANG (FASA 2) KINI DIBUKA
Bagi mengoptimumkan penggunaan dana awam untuk projek infrastruktur berskala besar, Kerajaan telah menyemak dengan teliti projek tersebut demi manfaat negara.
Lantaran itu, saya ingin mengumumkan bahawa tender untuk projek Landasan Berkembar Lembah Klang atau Klang Valley Double Track Project (KVDT 2) akan dibuka, sebagaimana dipersetujui Kabinet.
Sebelum ini, 5 Julai 2019, Kabinet PH telah memutuskan untuk meneruskan projek tersebut kepada kontraktor Dhaya Maju - LTAT Sdn Bhd dengan kos 15% lebih rendah daripada RM5.265 bilion kepada RM4,475,250,000.00 (RM4.475 billion) iaitu RM789,750,000 (RM789.750 juta) termasuk pengurangan skop kerja.
Walau bagaimanapun, pada bulan Oktober 2018, perunding yang ditugaskan oleh MOT, Opus Consultants (anak syarikat Khazanah Nasional Bhd) telah mengemukakan Laporan Kajian Profesional (PPR) yang menyimpulkan bahawa kos projek tersebut dianggarkan hanya RM3.398 bilion berdasarkan skop kerja DM-LTAT yang asal. Maklumat ini tidak pernah dimaklumkan kepada Kabinet pada masa itu.
Setelah mempertimbangkan hasil penelitian dan penyelidikan yang menyeluruh, Kementerian telah memutuskan bahawa kos projek semasa adalah terlalu tinggi. Susulan itu, Kabinet PN telah bersetuju bahawa pelaksanaan projek dengan bersandarkan kepada rundingan terus adalah tidak boleh diteruskan.
Sehubungan itu, proses bidaan untuk projek ini akan dilakukan secara tender terbuka mengikut prosedur yang betul, bukannya secara rundingan terus seperti yang dilakukan sebelum ini.
Perunding Pemeriksaan Berkecuali (ICC) akan dilantik sebelum kontraktor baharu dapat melaksanakan skop kerja yang diperlukan, untuk memendekkan tempoh pembinaan projek dari tujuh (7) tahun kepada lima (5) tahun. Ini adalah penting dan diperlukan kerana projek ini akan memberikan perkhidmatan yang lebih baik kepada kira-kira 80,000 pengguna Komuter setiap hari.

KLANG VALLEY DOUBLE TRACKING (PHASE 2) PROJECT TO BE REOPEN FOR TENDER
In the interest of optimising the use of public funds for large-scale infrastructure projects, this Government has closely scrutinised the viability of such projects to gain the best value for the country.
For this reason, I wish to announce that the contract for the KVDT 2 project will be reopened for tender, to which the Cabinet had agreed.
Previously, a Cabinet decision by PH government on 5 July 2019, had agreed to continue the said project with contractor Dhaya Maju - LTAT Sdn Bhd at a 15% reduced cost from RM5.265 billion with reduced scope of work to RM4,475,250,000.00 (RM4.475 billion), which is RM789,750,000 (RM789.750 million).
However, in October 2018, an MOT-assigned consultant Opus (subsidiary of Khazanah Nasional Bhd) then submitted a Professional Review Report (PPR) which concluded that the project actually costs RM3.398 billion based on DM-LTAT's original scope of work. This information was never made available to the Cabinet at the time.
After taking into consideration the results of extensive study and investigation, the Ministry has determined that the current project cost is overpriced. Pursuant to this, the PN Cabinet has agreed that continuing with the implementation of the project based on direct negotiation is untenable.
It is now prudent to reopen the bidding process via an open tender system following the proper procedures, instead of via direct negotiation as done previously.
An Independent Checking Consultant (ICC) will be appointed initially before a new contractor is appointed via open tender to carry out the required scope of work, in order to shorten the construction period of the project from seven (7) to five (5) years. This is important in view of the urgency to complete the project to serve an estimated 80,000 daily Komuter riders.
